Gate 1 traction threshold & recruitment (D11)

Gate 1 is earned org-led, measured in completed clinical events — not a veteran headcount. The real threshold, the "actively using" definition, the first-segment rollout, and the VA-approval + provider-legal preconditions are specified there (D11). Summary: ~5 first-segment orgs paying, their veterans running ledger-recorded clinical events, a 4-week retention signal, and ≥1 unpitched organic pull. 20 paying orgs across four metros is the scale target, not the gate. The waitlist is retired as an instrument.
