Slice: C1 Harbor records request Branches: feature/c1-harbor-records-request (api, provider, ios) DoD: Provider sends the exact Harbor catalog template onto the existing case. Veteran sees that exact template on Your Turn. Case state is records_requested.

C2 (approve / strip / add) is the next thread. This build does not share records.

What C1 is

The product is the records-control loop. C1 is only the first step: provider-authored template in.

  • Reuses the Harbor inbox, Matcher-0 catalog (tmpl-harbor-mh-min-v1), and Arc lock.
  • Meridian may present the template. Meridian never authors scope.
  • If the catalog template is missing, send fails loud. iOS does not invent categories.

Deploy before the walk

  1. last.vet-api: merge/deploy feature/c1-harbor-records-request so migration 064 is applied.
  2. provider.last.vet: deploy the same branch (Send records request on Coordination).
  3. Archive TestFlight 87 from this iOS branch.

Harbor walk (Test Provider + device)

Same Harbor case as M-act-2b. Test Provider on provider.last.vet. Veteran on device.

Step Expected
Open Coordination, All Existing Harbor kickoff is visible, with the catalog template listed: demographics, mental_health, medications, coordination_notes.
Send records request Success: records request sent. Case state records_requested. A records_request row appears.
Missing template If the catalog row is gone, send is blocked. Red copy. No fake categories.
Home Your Turn Pull to refresh. Card is Records requested. Subline lists those four categories. Nothing is shared yet.
Open the card Exact template on the thread. No approve control yet (that is C2). Confirm is not a share.

If the kickoff was already replied, stay on All (not Open) so the Harbor concern is visible, then send.
