MATCHER LANE PRIORITY - decision capture (not encoded in the ranker)

Status: OPEN - for Ryan + Mic (clinical advisor), not an engineering assumption.

The Matcher-0 deepen build ranks by signal strength only (neutral across lanes: housing / mental_health / career / benefits). It does not hardcode policies like "MH always outranks career" or "acute before aspirational."

That priority policy is a care judgment. Define deliberately with Mic, then encode as an explicit, versioned policy module if/when decided.

Until then: signal-strength ranking only.
