Track A — Tony VetClaims test: WIN org runbook

Generic process: WIN is the first instance of the org-agnostic veteran onboarding SOP.
Follow VETERAN_ONBOARDING_SOP.md for the repeatable partner playbook; this runbook adds WIN-specific IDs and Tony's VetClaims walkthrough only.

Before Tony starts

Veteran verification onboarding (before program walkthrough)

Tony (ryan@curry.net) must complete this sequence before /member/progress output actions unlock:

  1. Accept WIN invite on last1.app (email link → sign in with Last1 ID).
  2. Member setup (/member/setup): connect Last1 ID if not already linked.
  3. Last1 ID credentials (https://auth.last1.id/credentials?context=org_invite&return=...): upload DD-214 or complete VA confirmation.
  4. Pending review: Tony sees pending state; program progress unlocks after submission (Gate A). Ryan approves DD-214 on Org Settings → Verification for full veteran_verified (Gate B / loop close).
  5. Program walkthrough: Tony opens https://last1.app/member/progress and runs VetClaims outputs.

Ryan pre-test: Approve Tony's pending DD-214 on the Verification tab if testing loop attestation (Gate B).

  1. Tony signs up / signs in with exactly ryan@curry.net (enrolled beneficiary).
  2. Confirm Tony's outputs show not started (Ω ledger was cleared of backfill rows).
  3. A1 complete: BSL uploads encrypt at rest; document_bytes column dropped.
  4. Ryan runs B1 smoke (scripts/smoke-tony-vetclaims-template.ts) on Ryan preflight beneficiary on the same program — not Tony's rows.

Org progress path (Ryan)

Open: Programs → WIN VetClaims disability rating (test) → Tony's beneficiary → Program progress (org view).

For each output awaiting org action, use the Output verification card ladder:

When to deny vs question

  • Raise question: fixable ambiguity ("Is this the current BVL?", "We need page 2."). Tony responds or re-submits; ladder continues.
  • Deny (re-submittable): wrong artifact but veteran can fix ("Wrong document type — upload Benefit Summary Letter PDF").
  • Deny (terminal): rare in test; "Does not qualify for this track" with re-submittable=false.

Do not skip ladder steps (received → reviewed → confirm).

Benefit Summary Letter (outcome loop, separate from Ω outputs)

After coordination loop opens on disability rating increased outcome:

  1. Tony uploads BSL on member progress (encrypted blob — A1).
  2. Ryan: Org Settings → Verification → Benefit Summary Letter review (pending queue).
  3. Approve or reject; approve records independent attestation on the loop.

BSL / PHI note

Tony's real Benefit Summary Letter is disability PHI. Storage is encrypted (program_coordination_encrypted_blobs + COORDINATION_DOCUMENT_ENCRYPTION_KEY). Do not export DB bytes.

Tony must use web

No iOS bridge for this test. Send Tony to https://last1.app/member/progress after Last1 ID sign-in.
