Rollback migrations (manual only)

Files in this directory are not applied by scripts/migrate.js.

They exist for operator-initiated rollback during incidents. Run only with an explicit plan, a fresh pg_dump, and Ryan approval.

Forward migrations live in migrations/*.sql (excluding *_down.sql).
